					<description><![CDATA[Depends on your point of view and WHERE THE CHIPS FALL.  Sometimes it is phony theater or self-rationalizing simply to look or feel better.  For example, It used to be called &quot;adding by subtracting&quot; in striving for efficiency and demonstrated middle management &quot;courage&quot; when I worked for the State government. There was an unusually hurtful pattern of cruelly trimming and laying off some unsuspecting State workers (several times over the span of years) just before Christmas nearing the end of the calendar year.  Each time it happened, we who were still left felt &quot;survivor guilt&quot; for  escaping the latest round of what was touted as harsh swallowing a bitter pill necessary layoffs and work force cutbacks, but actually to deflect crfiticism and redeem the tough-mindedness good motives image of higher-ups trying to demonstrate taxpayer so-called reluctant savings determination managerial &quot;courage&quot; to the State Legislature just before submitting the proposed faux budget for the next upcoming year (i.e., nearing the final weeks of the bloated budget and blindly inefficiently mismanaged current calendar year (and coincidentally -- or unconsciously sadistically (??) -- harsh on the festivity and joys for some loyal low level workers during the family holiday season.]]></description>
